AuditTrailPlugin owns capture. The separate AuditGovernancePlugin owns retention, export,
custom primary sinks, and external delivery.
AuditGovernancePlugin composes AuditTrailPlugin. When you use governance, register only
AuditGovernancePlugin and give it the AuditTrailPlugin options together with the governance
options. It initializes AuditTrailPlugin with those options and its own writeStrategy.
