Install @vendure-platform/audit-governance alongside Audit Trail to add automatic log retention,
exports, and external collector delivery.

Retention, export, and external sinks all belong to the audit.governance capability, which
requires audit.capture. Event capture and the audit log itself belong to audit.capture alone.
AuditGovernancePlugin owns its GraphQL schema, Dashboard control, and scheduled tasks. The
Enterprise facade supplies the package. A Scale install does not download it.
