Published by a search engine when a request finds that an index has no collection at all while
the server runs, for example because its search node was replaced and lost its data. The
service that owns the index rebuilds it: the product index through SearchIndexService, an
external index through the engine's external-index service.
aliasName is collectionPrefix + index name.
