The dashboard's job is oversight plus light governance, not authoring. A platform administrator can read any cart -- its lines, members, and activity -- across every company, and can take a cart or access away when something is stale or wrong. They can never add value or access: no creating carts, no editing lines, no adding members, no assigning roles, no checking out on a company's behalf. Authoring and granting always belong to the company in the storefront.
