The Quote Management plugin exposes a Shop API for customer-facing quote operations.
A logged-in customer starts a quote with requestQuote or requestQuoteFromCart. Both mutations
create the quote in DRAFT status. The quote does not enter review until the customer calls
submitQuoteRequest.
